Policy and Political Economy Program Officer

  • Provide overall policy, engagement and political economy activity implementation, technical support, advice, and input into the Dekkal Geej program including :
  • Day to day management and implementation of strategic approaches on stakeholder engagement and policy;

  • Provide supervision and support to strategic approaches on behavior change and livelihoods, and cross cutting issues;

  • Lead specific political economy analyses (PEA) principally of industrial activities in the fishing sector (industrial fishing, oil and gas, and fish meal and fish oil factories);

  • Assist with the management of sub-awardees involved in behavior change, political economy, and livelihoods;

  • Enhance the capacity of the DG team and partners in policy analysis, advocacy, and political economy analysis;

  • Assure that the political economy approach and "thinking and working politically" (TWP) are integrated, where appropriate across the entire DG portfolio.

Specific responsibilities include but are not limited to :

  • Help plan and ensure the implementation of the DG program on citizen engagement and advocacy;

  • Help plan and ensure the implementation of the DG program in fisheries policy including but not limited to the FAF, subsidies, climate change, oil and gas, etc.;

  • In collaboration with other team members supervise the behavior change program including incentives and disincentives, and communications;

  • In collaboration with other team members supervise and implement the DG program on incentives and communication for behavior change;

  • In collaboration with team members, lead and carry out the PEA of industrial activities in the fishing sector (industrial fishing, oil and gas, and fish meal and fish oil factories);

  • Carry out specific PEA related activities related to DG's advocacy, policy and co-management components such as the financing of CLPAs and relations with the oil sector;

  • Assist in the assessment of the political economy of technology transfer in the small-scale fisheries sector (drying, smoking, fermenting, etc.);

  • Provide technical review of documents related to PEA and TWP (local consultant reports, quarterly and yearly progress reports, annual workplans, technical reports related to the consultant's area of expertise, etc.);

  • Lead development of draft quarterly and annual reports, workplans and any related materials for external distribution;

  • Design and implement short term training programs for DG staff and partners;

  • Supervise and provide guidance to local entities/consultant that provide support for PEA & TWP;

  • Perform other tasks as may be requested.

Qualifications :

  • At least 7 years of previous experience with policy development and dialogue, communication for development, and PEA and TWP in the natural resources sector

  • At least 4 years' experience working in large donor projects especially USAID;

  • Master's degree in political science, political economy, development studies, sociology or a relevant field;

  • At least 5 years' experience in management and supervision (1 – 3 professionals);

  • Language: Fluent French and Wolof (other local languages an advantage), intermediate English highly desirable;

  • Experience and knowledge of the fisheries sector an advantage;

  • Proven analytical skills and critical thinking and expertise;

  • Demonstrated exceptional writing skills in French and English if possible;

  • Capacity to take the initiative and innovate;

  • Good facilitation, training and teaching skills and experience.

  • The primary work location will be at Dekkal Geej Project office in Dakar. However, visits to project sites located outside of Dakar is anticipated throughout the life of the project.
